the Auditor General suggested to the Treasurer to apply for the Report-when Treasury settin the same day-

Letter received in the Secretary's office March 22nd 1866 left the Report in the Treasurer's room with no letter of transmission as to its contents or any directions.
It was not till Secretary Cardwell's letter reached Hong Kong - July 21st 1866. that the Treasurer became aware of the transmission of the Report to Downing Street on the 8th of March.

I have had the honor to receive your letter No 736 of the 2nd instant informing me that the Acting Governor under the Provisions of the Ordinance No 25 of 1863 - had decided that the Police and Lighting Rates from the first of the present quarter should be paid into the Treasury by the Rate Payers themselves, and that the Subordinate Establishment at the Office
